Announcing the Public Release of the StructuralIntel Privacy-by-Design OS PII-Stripping Engine

Most data systems claim to “minimize” or “delete” personal information — but only after they’ve already collected it. This approach relies on human trust, manual processes, and perfect execution. It can fail due to configuration errors, software bugs, operational shortcuts, or outright misuse.

We take a different approach.

Instead of treating privacy as a bolt-on feature, we build it directly into the architecture and data flow.
Privacy isn’t a policy. It’s a design principle.

Today, we’re announcing the upcoming release of our source-available, audited PII-Stripping Engine, a core component of the StructuralIntel Privacy-by-Design OS™. This release is part of our commitment to transparency, safety, research, and public-sector innovation.

1. Purpose of This Release

Our goal is to provide organizations with a verifiable, trustworthy, zero-data privacy layer that operates before data ever enters a system.

This release provides:

A transparent, deterministic method to strip all PII at the source
✔ A privacy layer that protects systems before ingestion
✔ A foundation for privacy-centric municipal and public-benefit platforms
✔ A baseline for academic review, standards development, and independent auditing
✔ A trustworthy implementation that any institution can inspect, verify, or extend

This code is a rejection of surveillance-based design and a step toward citizen-first infrastructure.

2. Who This Code Is For

This release is intended for:

  • Municipalities and government IT teams

  • Healthcare, education, and regulated institutions

  • Nonprofits and public-benefit projects

  • Universities and research labs

  • Developers building privacy-first applications

  • Auditors, risk officers, and compliance teams

  • Anyone who requires verifiable removal of identifiers before storage

This is not for advertising, user-tracking, profiling, surveillance, or exploitative systems.

3. Licensing and Limits - license will be updated upon release

The software will be released under the StructuralIntel.ORG License.

Permitted Uses

  • Nonprofit and government use

  • Academic research

  • Security audits

  • Personal use

Prohibited Uses

  • Commercial deployment without written permission

  • Surveillance, profiling, or discriminatory systems

  • Re-identification or fingerprinting

  • Behavioral advertising or targeting

  • Any attempt to monetize personal data

  • Derivative works that reintroduce identifiers

Revocation Clause

The license may be revoked for violations or safety concerns to ensure alignment with public-benefit principles.

4. Release Timeline & Distribution

5. What the Software Actually Does

The PII-Stripping Engine removes personal identifiers before any data enters a system.

Removes:

  • Names

  • Addresses

  • Phone numbers

  • Emails

  • IPs

  • Device IDs

  • Geo-metadata

  • Unique/latent identifiers

Our Story

StructuralIntel.org started with a simple question:
What would it look like if our technology had the same integrity we expect from our doctors, nurses, and public servants?

We live in a city built on care. People move to Rochester to heal, to work long shifts, to research, to clean rooms, to keep entire systems running. Behind all of that is trust — and that trust is fragile when data can be copied, sold, or misused without anyone ever seeing it happen.

Instead of accepting that as “just how tech works,” we chose the hard path: build tools that make it impossible to quietly turn people’s information into a product. No dark patterns. No data brokering. No hidden catch in the fine print.

That means more work. It means saying no to shortcuts and business models that don’t match our values. It means being honest about what we can do today, what still needs to be proven, and where we need help from our community.

With proper funding, we are working toward a grassroots pilot by March and a city-level adoption decision by June with a local city partner. We want our tools to be judged not by marketing, but by real results: safer workflows, clearer guardrails, and less sensitive data floating around where it doesn’t belong.

We’re building this in partnership with Rochester — clinicians, city staff, technologists, organizers, and neighbors who care about doing the right thing even when no one is watching. Our commitment is simple:

  • Integrity over convenience. If a design makes things easier for us but riskier for the public, we don’t ship it.

  • Hard work over hype. We’d rather earn trust slowly than claim partnerships we don’t yet have.

  • Public good over private gain. The whole point is to make it easier for cities and institutions to protect people, not to extract more from them.

This is our story so far. The next chapter gets written with the people who choose to build, test, and improve this alongside us — starting here, in Rochester.
